该网友据此呼吁,相关部门加强此区域的规划建设,通过文化产业引入、区域直管代管、区域拆迁改造面貌改善等措施改善此区域文化氛围,让文化活起来。

对于该网友反映的问题及呼吁,西安市曲江新区管委会表示,汉长安城遗址经过几代考古工作者辛勤努力,遗址总体风貌逐渐清晰,但遗址保护与合理利用形式有待探索,遗址保护与展示方式有待提升,曲江新区管委会正与文物保护机构积极沟通最新的保护展示方式;目前,《汉长安城遗址保护总体规划》正在修编中。

Being nice to yourself, particularly during a personal setback or a stressful experience, is known among psychologists as self-compassion. It’s a simple concept — treat yourself as kindly as you would treat a friend who needs support — but it’s one that most people find exceedingly difficult to adopt.

Numerous studies have shown that self-compassion is strongly linked to overall well-being. Practicing self-compassion can reduce depression, stress, performance anxiety and body dissatisfaction. It can lead to increases in happiness, self-confidence and even immune function.

Despite the evidence that self-compassion can be good for us, many people resist it.

The struggle for self-compassion can be difficult for even the most enlightened among us. Haemin Sunim, a Buddhist monk and best-selling author, tells of his own struggle for self-compassion in his new book, “Love for Imperfect Things: How to Accept Yourself in a World Striving for Perfection.” For most of his life, he had believed it was important to always put the needs of others ahead of his own. During graduate school, he found it difficult to say no when others asked him to take on extra work. A trusted friend gave him this advice: “Be good to yourself first, then to others.”

They worry it will lead to self-indulgent behavior and undermine motivation. But studies show that when people practice self-compassion they tend to adopt healthier behaviors.

In fact, the presence of self-compassion was a better predictor of long-term mental health than how much combat action they had seen.

Then we need to remind ourselves that we are not alone, that imperfection is part of a shared human experience. Finally, we need to offer ourselves kindness and support, similar to how we would treat a close friend.

What did you say to yourself? Write it down. Now compare the two answers. Were you as kind to yourself as you were to your friend?

西安:制定校外培训管理条例 2021年12月进行学科类校外培训“营转非”******

  日前,西安市委办公厅、市政府办公厅印发《<关于进一步减轻义务教育阶段学生作业负担和校外培训负担的措施>的通知》(下称《通知》),从削减工作、进行课后服务、削减校外培训、提高教学水平等层面严格执行了中间办公厅、国务院办公厅印发的“双减”现行政策的规定,并指明了当地的落地式现行政策和总体目标。

  总总体目标:

  文化教育压力1年之内合理缓解、3年之内成效明显。

  ��通告》规定依照“校园内提品质、学校外严整治、工作特惠长、课后练习优服务项目、配套设施强确保、减负增效重实效”的整体构思,紧紧围绕“压总产量、提品质、减工作压力、优服务项目”的工作标准,坚持不懈法治建设、系统软件整治、环境整治,完成学员太重课业负担和校外培训压力、亲子教育开支和父母活力压力在“1年之内合理缓解、3年之内成效明显”的总体目标,推动学员全面的发展、健康快乐成长,广大群众文化教育满意率显著提高。

  工作:

  正确引导学员放学后回家了后开展必需学业学习培训。

  重视每日课程工作均衡。禁止给父母布局或变向布置作业,禁止规定父母查验、批作业。

  避免强行性工作激励布局分层次、延展性和人性化工作,保证难度系数不超国家课程标准。果断摆脱机械设备、失效工作,避免可重复性、强行性工作。

  小学一、二年级不布局家中书面形式工作要保证小学一、二年级不布局家中书面形式工作,可在校园内适度分配推进训练;中小学三至六年级书面形式工作均值进行時间不超过60分鐘,中学书面形式工作均值进行時间不超过90分鐘。

  老师灵活运用课后服务時间,实行“学生作业不离开学校”,具体指导中小学生在校园内基本上进行书面形式工作,中学生在校园内进行绝大多数书面形式工作。批作业要保证全批全改。不可规定学员自批自改作业。

  激励学员从业有意义的事的家务,进行适当的锻炼身体,进行阅读文章和文艺演出。院校和父母应正确引导学员放学后回家了后进行剩下书面形式工作,开展需要的学业学习培训。某些学员经勤奋仍完不了书面形式工作的,也应准时睡眠。

  课后服务:

  贯彻落实5 2课后服务 为独特必须学员延迟代管。

  灵活运用课后服务時间,具体指导学员努力完成工作,对学习培训有艰难的同学开展学习指导与答疑解惑,为学有余力的学员扩展学习平台,进行多种多样的科谱、健身培训、造型艺术、工作、阅读文章、社团活动及课外活动,不可运用课后服务時间讲新课、团体补习。

  每星期5天第要进行课后服务,每日最少进行2钟头,完毕時间正常情况下不迟于本地一切正常休息时间。对有独特必须的学员,院校应给予延迟托管服务。初中学校工作中日夜里可设立自修班。

  院校可统筹规划老师推行“延展性上下班时间制”。课后服务一般由该校老师担负,也可聘用离休老师、具有资格的社会发展技术专业人士或青年志愿者给予。

  开设朝向全省的督查投诉电话,对中小学校在职人员老师参加校外培训个人行为推行“零容忍”,坚持不懈有诉必检,发觉一起、依法查处一起、曝出一起。对查证参加校外培训的在职人员老师,根据有关要求予以严肃查处,直到撒销教师资格证。

  校外培训:

  制订管理条例防止“退款难”和“老板跑路”。

  不会再审核新的朝向学龄儿童的校外培训组织和高中学生的课程类校外培训组织。

  对目前专业学位类培训学校再次审批备案,统一备案为非盈利性组织,与此同时确立“营改非”进行时间为2021年12月。对非课程类培训学校,要区别类型,明确职责单位,归类制订规范,严苛审核,分组管理。

  禁止超标准超前的学习培训禁止超标准超前的学习培训,禁止非课程类培训学校从业课程类学习培训,禁止给予海外教育课程。线上培训组织不可给予和散播“拍照搜”等惰化学员逻辑思维能力、危害学员学会思考、违反教育科研规律性的欠佳学习的方法。

  禁止聘用在海外的外籍人员进行线上培训从业课程类学习培训的员工务必配备相对应教师资格证。培训学校不可高薪职位挖抢院校老师;不可泄漏父母和学员私人信息;聘用在地区的外籍人员要合乎国家相关要求,禁止聘用在海外的外籍人员进行线上培训主题活动。

  严格控制校外培训時间校外培训组织不可占有我国法定节假日、歇息日及假期期机构课程类学习培训。不可校园内一切正常上课時间安排学员学习培训。线下培训完毕時间不可晚于20:30,线上培训完毕時间不可晚于21:00。线上培训要重视维护学员眼睛视力,每学时不超过30分鐘,课程内容间距不少于10分鐘。

  制订管理条例防止“退款难”“卷钱老板跑路”状况将基础教育环节课程类校外培训收费标准列入政府指导价管理方法。制订校外培训组织收费标准管理条例,逐渐完成组织预付“全额的管控、一课一消”总体目标,合理防止“退款难”“卷钱老板跑路”等现象产生。严厉查处培训学校超出范围收费标准、收费标准未出示税票、一次性扣除跨距超三个月或60个课时花费等违规操作。开设市、区二级监管投诉电话。

  除此之外,《通知》还严格执行不会再审核新的朝向基础教育环节学员的课程类校外培训组织。与此同时明确提出,不会再审核新的朝向学龄儿童的校外培训组织和朝向普高学员的课程类校外培训组织。

  规定各县区、沣西新城、各经济开发区在搞好基础教育环节“双减”工作中的与此同时,要提升朝向3至6岁学龄儿童和普高学员的校外培训整治工作中,不可进行朝向学龄儿童的线上培训,禁止以幼儿班、幼小衔接班、逻辑思维培训班等为名朝向学龄儿童进行线下推广课程类(含外国语)学习培训。

  教学水平:

  提高学员在学校学习效果 变小城镇、地区、院校间的差别。

  提高学员在学校学习效果切实基本建设“三个课堂教学”, 广泛开展“课堂教学改革、陕西省行動”“西安好课堂”,培养一批“开放课程”和“精彩纷呈一课”。

  院校要围绕教学课堂主战场,提高学员在学校学习效果。持续推进“名牌大学 ”工程项目,执行“新优良院校培养计划”,不断扩张高品质教学资源。推动城镇基础教育一体化改革发展,加速变小城镇、地区、院校间文化教育水准差别。

In the wake of a violent volcanic eruption in Tonga, much of the communication with residents on the islands remains at a standstill. In our modern, highly-connected world, more than 95 per cent of global data transfer occurs along fibre-optic cables that criss-cross through the world’s oceans.

Breakage or interruption to this critical infrastructure can have catastrophic local, regional and even global consequences. This is exactly what has happened in Tonga following Saturday’s volcano-tsunami disaster. But this isn’t the first time a natural disaster has cut off critical submarine cables, and it won’t be the last.

What exactly has happened in Tonga?

Tonga was only connected to the global submarine telecommunication network in the last decade. Its islands have been heavily reliant on this system as it is more stable than other technologies such as satellite and fixed infrastructure.

The situation in Tonga right now is still fluid, and certain details have yet to be confirmed – but it seems one or more volcanic processes (such as the tsunami, submarine landslide or other underwater currents) have snapped the 872km long fibre-optic cable connecting Tonga to the rest of the world. The cable system was not switched off or disconnected by the authorities.

Tonga is particularly vulnerable to this type of disruption as there is only one cable connecting the capital Nuku'alofa to Fiji, which is more than 800km away. No inter-island cables exist.

Risks to submarine cables elsewhere

Cables are laid in the shortest (that means cheapest) distance between two points on the Earth’s surface. They also have to be laid along particular geographic locations that allow easy placement, which is why many cables are clustered in choke points.

Some good examples of choke points include the Hawaiian islands, the Suez Canal, Guam and the Sunda Strait in Indonesia. Inconveniently, these are also locations where major natural hazards tend to occur.

Given the vulnerability of the network, the first step to mitigating risk is to undertake research to quantify and evaluate the actual risk to submarine cables in particular places on the ocean floors and to different types of natural hazards. For example, tropical cyclones (hurricanes/typhoons) occur regularly, but other disaster such as earthquakes and volcanic eruptions happen less often.
